This means that you should be way more responsible than what other people think you are. Never excuse yourself from doing it. You should be way more responsible than other think you are, show them how much responsibility you have. This is also saying that you should say the truth about something, if you are responsible enough to say it and face the consequences. If you do this you are a truthful person and a person that is responsible to say the truth.
